The backgrounds of the team working on microNOC are all related to high availability computing and networking services, having done work for everyone from Government Agencies to Fortune 1000 companies, supporting networks and systems on 6 continents (sorry, we haven't worked on anything in Antarctica yet).
We all know and understand the requirements for high time for computer systems, but beyond the technical requirements there is a much simpler one - you have to know if that your systems are up. That is the core creed of microNOC. We let you know for sure that your systems are up and running, rather than just letting you assume that they are.
